The operation is in compliance with the requirements of this section. <br />V. Sealing of Drilled Holes and Underground Openings -Rule 4.07 <br />Information describing sealing of the Bowie No. 1 Mine portals and well holes is found <br />in the approved permit application, Volume lA, Section 2.05.4(2)(g) and in Volume 6, <br />Figure 2.05.6. The operator has committed to sealing of entries and shafts in accordance <br />with the requirements of Rule 4.05.10 and 4.07.1-4. <br />VI. Use of Explosives -Rule 4.08 <br />The Bowie No. 1 Mine is an existing underground operation. No regulaz surface <br />blasting occurs. An explosives storage bunker and cap house aze located above the main <br />facilities fan azea. No underground use of explosives is anticipated because of the <br />temporary cessation of underground mining. <br />The operation is in compliance with all requirements related to explosives use. <br />VII. Disposal of Excess Spoil -Rule 4.09 <br />Disposal of excess spoil will not occur at the Bowie No. 1 Mine. <br />VIII. Coal Mine Waste Banks -Rule 4.10 <br />The applicant, in response to Stipulation No. 16 of its original Permit No. C-038-81, <br />obtained approval for an underground development waste pile at the Bowie No. 1 Mine. <br />Designs and text regazding the waste pile can be found in the approved permit <br />application, Volume lA, Section 2.05.3(9), and Volume 6A. <br />Briefly, the plan consists of three phases. Phase I consists of a waste pile to be <br />constructed on the "West Ridge" site, immediately adjoining the southwestern toe of the <br />lowest existing fill bench at the Bowie No. 1 Mine surface facilities. This terraced pile <br />is proposed to accommodate 130,000 cubic yazds of waste and fulfill the mine's waste <br />disposal requirements for a period of 8.8 yeazs. In January 1988, 64,417 tons of waste <br />had been disposed of at the West Ridge site. Approximately 25,000 tons were added to <br />the pile in 1987, due to development in the West Mine area. <br />Phase II consists of an analogous, but smaller, waste pile to be constructed on the "East <br />Ridge" site, immediately east of the Phase I pile. Phase II will contain 60,500 cubic <br />yazds of waste and require approximately four (4) years to construct. Phases I and II aze <br />sepazated by a natural ephemeral drainage channel. <br />34 <br />
