(CWI) has contracted Geo-Hydro Consult-
ing, Inc., to finalize the design of the proposed coal processing waste
pile and to install equipment to monitor the stability of the fills at
our surface facilities. Due to certain economic, study time, and design
considerations of these Phase III stability studies, CWI would like to
extend the due date from October 15, 1982, to December 31, 1982, for
Stipulations #16 and #19 and from April 15, 1983, to October 15, 1983,
for Stipulation #23 of the Orchard Valley Mine Plan Permit #C-038-81.
The instrumentation report of the Phase II stability analysis was
completed in June, 1982. Inclinometers and pore water pressure trans-
ducers will be installed to measure the stability of the fill areas at
the mine site. The manufacturer has delayed shipment of this equipment
until the week of September 20, 1982, and installation will occur shortly
thereafter. CWI would like to obtain at least a full year of monitoring
information on the existing mine site fill conditions and incorporate
this data into the Phase III stability analysis and design of the final
reclaimed configuration. This would require the due date for compliance
of Stipulation #23 to be extended to October 15, 1983.
Design of the coal processing waste pile is addressed in Stipula-
tions #16 and #19. Many factors including waste composition and amounts,
slope, drainage and other site characteristics will influence the design
of the waste disposal area. To more efficiently coordinate the work and
expenses of Geo-Hydro Consulting, Inc., their time spent at the mine site
will be shared among several projects. Geo-Hydro has estimated that a
thorough and complete study of the waste and waste disposal site incor-
porating those factors mentioned above, will take approximately 14 weeks
from this date; therefore, CWI would like an extension of the due date
for Stipulations #16 and #19 to December 31, 1982.
SUB5I OIA RY OF
WESTMORELAND
COAL COMPANY
-~ ~ ~' ~~ ~y~t`-l ~ 't°y.~
