6 <br />7. <br />-2 ~~ <br />An acceptable shrub density success standard must be established and in- <br />corporated into the application within 60 days after the permit is <br />issued. <br />A list of proposed seed mixtures must be submitted annually to the Divi- <br />sion for review and approval. The list should include pure live seed <br />(PLS) per square foot, pounds PLS per acre, species origin, and acre es- <br />timates to be seeded for each mix. <br />~, 8. Because severe surface erosion could contribute to the occurrence of <br />'` localized embankment failures on the 100 foot fill embankment on the main <br />haul road, both the up and downstream embankment slopes must be revege- <br />tated during the spring of 1982 in order to reduce the potential of such <br />erosion. <br />9. The embankment must be inspected annually, or within 10 days following <br />any storm whose backwater elevation exceeds the elevation of 6941.1 feet <br />above sea level (10-year, 24-hour maximum storm event's projected back- <br />water elevation) by a qualified geotechnical engineer or engineering ge- <br />ologist. A Letter of Certification containing the results must be sub- <br />mitted to the Ct1LRD within two weeks following the inspection. <br />10. Within 12 months, the applicant will submit a detailed written analyses <br />which supports the need far a delay in contemporaneous reclamation, <br />pursuant to 816.101(a)(3). Upon receipt of this information, OSM will <br />reconsider the variance request. <br />
