Box 1430 <br />Palisade, Colorado 81526 <br />Dear Mr. Reisinger: <br />X661 L ~ 1~0 <br />a~ni~~3~ <br />This letter ie in regard to modifications proposed to your current approved <br />resource recovery and protection (R2 P2) as presented in your recent <br />application, dated September 9, which modified the existing Roadside South <br />Hine LMU to include the Roadside North Portal facilities and reserves. The <br />principal changes include the changeover to advance-only room and pillar <br />mining and the phase in of continuous haulage. <br />The modification to expand the mine plan to cover Sec. 32 of the C-01538 <br />lease, which is outside the present approved mine permit boundary, ie by <br />definition a mine plan modification (30 CFA 746.18) and approval to this <br />change can not be granted by this office. Approval of all mine plan <br />modifications must be approved through the Assistant Secretary for Lands and <br />Minerals. Prior to expanding operations onto the Sec. 32 coal, Powderhorn <br />will need to revise the mine permit boundary to include this area. <br />The modifications within the approved mine permit area will be treated ae <br />changes to the existing approved R2P2 and~can be approved by this office. <br />These modifications have been reviewed by my staff and found to be <br />sufficiently supported by economic and technical justifications to assure that <br />maximum economic recovery will be achieved.
