requirements of 4.15 can be met with less than four feet of cover on the coal <br /> processing waste bank (4.10.4(5)). <br /> VI. Revegetation-Rule 4.15 <br /> Vegetation baseline information can be found in Section II.F, Volume 2 of the <br /> application. Revegetation plan information is in Section V.1, of Volume 4. Methods to <br /> be used in determinations of revegetation success are addressed in Section V.J, of <br /> Volume 4. Various aspects of the revegetation plan and methods for determination of <br /> revegetation success were modified in association with RN-03. <br /> The operator has proposed three seedmixes to be used on upland sites, and one <br /> additional seedmix to be used for reclamation of the small riparian area in the vicinity of <br /> the White River raw water lagoon. The upland seedmixes include a mix for "large <br /> permanent sites", including the "D" Portal area, refuse areas, slot storage and rail loop <br /> facilities. This mixture is composed of a diverse mix of predominately native grasses, <br /> forbs, and shrubs (approximately 84% native species on a seed per square foot basis). <br /> The remaining upland seedmixes, for "small and linear" and "interim and drill site <br /> reclamation", contain comparatively fewer species, with a higher percentage of more <br /> aggressive, introduced grasses. The introduced grass component is considered <br /> appropriate for these sites, due primarily to the need for seeded species to be able to <br /> compete effectively with cheatgrass present in adjacent areas and respread topsoils, and <br /> also due to the desire for rapid site stabilization. BLM, the surface management agency, <br /> has indicated their concurrence with this approach for reclamation of drill sites and <br /> similar disturbances on BLM surface. <br /> A. The Division approves the use of certain introduced species in the reclamation seed <br /> mix. The species proposed have been used successfully within similar climatic <br /> zones in the region. Pursuant to 4.15.2(3), the Division finds that the introduced <br /> species are desirable and necessary to achieve the approved postmining land uses of <br /> livestock grazing and wildlife habitat. <br /> B. The Division approves the use of mulching and cover crops as a means to meet soil <br /> stabilization requirements (4.15.4). Certified noxious weed-free hay and straw <br /> mulch, wood fiber mulch with tackifier, or stubble mulch will be used on the <br /> reclaimed sites. Straw/hay mulch is applied at a rate of 2.0 tons/acre, and crimped <br /> into the soil (permit page V-42). If stubble mulch will be used, oats, barley, winter <br /> wheat, or "regreen" will be planted at specified rates, depending on nature and <br /> timing of seeding (permit page V-42). <br /> C. Methods to measure herbaceous cover and production, species diversity, and woody <br /> plant density are discussed in Section V of the permit application. These techniques <br /> include the use of comparisons to a reference area. The Division proposes to <br /> approve of these techniques (4.15.7(1)).
