Dear Mr. Starner:
The 1984 Annual Report and fee was received by the Division on March 27, 1985.
The March 8, 1985 letter recalculating Reclamation costs, suggesting an increase in
Financial Warranty, was calculated for the entire 9.03 acre site. Revision of
reclamation costs to cover the maximum disturbance at any one time follows:
Exhibit L, Reclamation Costs, states that Phase I will disturb 6.13 acres - the
maximum disturbed acreage at any time during the life of mine.
Referring to the calculations presented in the March 8, 1985 letter, the following
figures will be used in computation.
.5 ft. of material graded = 806.7 cy/AC x $.97/cy x 6 AC = $ 4,686.00
1,0 ft. of material graded = 1,613 cy/AC x $.97/cy x 6 AC = $ 9,388.00
2,0 ft. of material graded = 3,226.7 cy/AC x $.97/cy x 6 AC = $18,775.00
The cost of moving 6 inches to 2 feet of material for grading the 6 acre
maximum disturbance ranges from $4,686.00 to $18,775.00. NOTE: This does not
address revegetation costs.
Given the above calculations, the $500 Financial Warranty is inadequate. You
may wish to provide us with detailed costs of hiring a contractor to perform
the reclamation activities (including revegetation as proposed in the Permit),
or elect to assume the $5,000.00 maximum Financial Warranty assessed a 110
Limited Impact Permit.
This issue is scheduled to be presented to the Board at the April 24-25, 1985
meeting, to provide you with adequate calculation and response time.
