<br />replacement depths. Topsoil replacement depth averaged 12 inches on the reclaimed <br />eastern pit area. <br />V. Sealing of Drilled Holes and Underground Openings <br />Monitoring well 29-4 was sealed in June 1995. Sealing and abandonment reports <br />were filed with the Division in July 1995. Sealing was conducted in accordance with <br />Rule 4.07.3. <br />Exploration drill hole 29-8 was improperly plugged at the completion of notice of <br />intent X-87-202-00. The operator has committed to proper sealing of this hole. The <br />operator had projected to uncover drill hole 29-8 during Phase II of the operation. <br />Although the operation did not progress into Phase II operations, proper sealing of <br />drill hole 29-8, to comply with Rule 4.07.3, is still a requirement of this permit. <br />VI. Use of Explosives <br />The surface blasting operation can be found in Section 2.05.3(6) and 4.08 of the <br />permit application. The operator obtained the proper permits from the Division of <br />Mines. The proposed operation plan was reviewed by the Division's geotechnical <br />expert and no problems were noted. <br />Mining operations have ceased at the mine site. No use of explosives will occur <br />during this permit term. <br />VII. Backfilling and Grading <br />The applicant previously provided information on backfilling and grading in permit <br />sections 2.05.3(6), 2.05.4(a), 2.05.4(2)(a), 2.05.4.2(c). Backfilling and grading was to <br />have been continuous throughout the permit term. The pit area was regraded [o <br />approximate original contour. There was to have been one temporary stockpile of <br />spoil material from the initial boxcut. The applicant provided sufficient analyses to <br />demonstrate that the reclaimed surface would meet the stability requirements of Rule <br />4.14.2(1)(b). <br />Backfilling and grading was accomplished in the spring and summer of 1993. <br />Approximate original contours were re-established. Phase I bond release was <br />approved by the Division December 14, 1993. Slopes were measured by the Division <br />and averaged 5.4H:1 V, with a range of 4.7H:1 V [0 6.3H: l V. The approved <br />reclamation plan requires regraded slopes to be no steeper than 4H:1 V. <br />VIII. Revegetation <br />18 <br />
