The present owner indicated the 5eld was converted to dtyland wheat for a <br />number of reasons. He said water availability for irrigatiob wits marginal, <br />however, he indicated that future restoration of the dam ands flood irrigation <br />of the field was a possibility. He indicated the creek typically; dries up in July <br />or August. <br />The Seneca II-West permit application package and the L)ivision's Findings <br />for the Seneca II-West permit identify this area as atn AVF. Based on <br />information available at this time, the Division finds the fields its Section 30 <br />meet the regulatory definition of an alluvial valley floor. <br />The Yoast application does not address the potential impacts of mining on the <br />two alluvial valley floors discussed above. Yoast mint; operations will not <br />enter or affect the Sage Creek watershed during the first five year permit <br />term. Seneca Coal Company will resume baseline hydrologic monitoring of <br />Sage Creek and its alluvium two years prior to disturbing the watershed. <br />Prior to that time, Seneca Coal Company also needs to provide additional <br />information addressing the potential of these areas for flood and/or <br />subirrigation. THE CHARACTERISTICS OF THE ALI.LTVI:AL VALLEY <br />FLOORS WHICH ARE ESSENTIAL HYDROLOGYCi FUNCTIONS <br />(FLOOD AND/OR SLJBIIZRIGATION), <br />2. WHETHER MINING OPERATIONS WILL ~ IN'[ERRUPT, <br />DISCONTINUE, OR PRECLUDE FARMING OPERATIONS ON THE <br />ALLUVIAL VALLEY FLOORS, ', <br />3.
