Therefore, the following <br />stipulation will be attached to the permit: <br />STIPULATION NO. 8 <br />WITHIN 180 DAYS OF PERMIT ISSUANCE SENEC,A COAL COMPANY <br />SHALL PROVIDE THE DMSION WITH A REVISION TO THE <br />PERMIT TO DETERMINE THE RECLAMATION SiJCCESS COVER <br />STANDARD FOR CONCENTRATED SHRUB AREAS BA;>ED UPON <br />REFERENCE AREA COMPARISON IN COMPLIANCE WITH RULE <br />4.15.7(2)(D) AND RULE 4.15.8(3)(a)(ii). <br />Reclamation success for production in the mine area will be evaluated by <br />comparing herbaceous production in the reclaimed area to the weighted <br />herbaceous production in the reclaimed areas to the weighted herbaceous <br />production value determined from the extended reference area. Herbaceous <br />production will be estimated by clipping the current year's above ground <br />biomass in randomly located I/zmZ to 1m2 sample plots. Production will not <br />be evaluated within the concentrated tree and shrub establislunent sites. <br />These location aze intended to establish "islands" of higher shrub and tree <br />densities and are of small areal extent. Seneca Coal Company proposes to <br />suppress herbaceous competition within these clumps thus reducing <br />herbaceous productivity as well. The shrub and tree concentrated areas will <br />be located within the reclaimed shrub grassland vegetative type and will <br />comprise approximately 7% of the first permit term ciisturbanl:e area. A <br />productivity standazd within. the concentrated shrub azeas would be <br />insignificant in comparison to the reclaimed area as a whole. ]Herbaceous <br />production in the reclaimed mesic drainage type will be ~deG:rmined by <br />comparison with the weighted mean herbaceous prodfuction a` the mesic <br />drainage and improved pasture-subirrigated vegetation types. Production <br />standard of the permanently reclaimed portions of the haul road c orridor will <br />be based on weighted mean historical production retards of the: study area <br />along the haul road rnrridor. <br />I <br />Species diversity success standards for the Yoast mine azeai and haul road <br />corridor is as follows: '. <br />Five perennial forbs will each Gave greater than 50% 5requency. Frequency <br />will be determined by the percentage of samples in which a species is <br />encountered. One perennial forb will have greater than 3%~ rel;itive cover, <br />and two additional perennial forbs will have greater than ]% relative cover. <br />No one forb specie will have greater than 40% relative cover. <br />I <br />Six perennial grass species will each have greater than 50% fequ.ency.
