The only current use of Grassy Creek <br />water (livestock watering) will not be impaired by the projected <br />increase in salinity. ' <br />a e Creek <br />Life-of-mine plans for the Yoast Mine anticipate co,~l extraction within <br />the Sage Creek watershed during the second and third permit terms. <br />Preliminary estimates by Seneca Coal Company indicate that TDS <br />concentrations in Sage Creek downstream from Yoast ;spoil springs <br />may increase from 641 to 2118 mg/1. Such an increase in salinity <br />could result in material damage to areas along Sage Creelc which have <br />been identified as alluvial valley floors, and to current use of Sage <br />Creek water for flood irrigation. <br />Rules 2.07.5(2)(c) and (k) prohibit surface coal Honing which will have <br />such impacts. Therefore, Seneca Coal Company shall further evaluate <br />the probable hydrologic consequences of proposed Yoast mining <br />operations in the Sage Creek watershed prior to any mine related <br />disturbance in that watershed. The following stipulation is added to <br />the Yoast permit: ~ <br />STIPULATION NO. 7 <br />PRIOR TO INITIATING ANY MINE RELAT7ED DIST'IIRBANCE <br />IN THE SAGE CREEK WATERSHED, THE APPLICANT SHALL <br />COMPLETE EVALUATION OF THE PROBABLE HYDROLOGIC <br />CONSEQUENCES OF PROPOSED MINING OPER~~TIONS IN <br />THE SAGE CREEK WATERSHED. THE EVALUATION SHALL <br />ADDRESS POSSIBLE MATERIAL DAMAGE IN TERMS OF <br />POTENTIAL DEGRADATION OF WATEiR QUALITY OR <br />QUANTITY WHICH MIGHT RESULT IN IMPAII2.MENT OF <br />PRESENT WATER USES WHICH CANNOT flE MTTI(iATED OR <br />LONG TERM IMPAIRMENT OF EXISTING OR POTENTIAL <br />WATER USES. <br />IV. Topsoil <br />Baseline soils information is found in Tab 9 of th<; permit application <br />package. Mine soil reconstruction is discussed in Tab 21. ~ <br />All available, suitable topsoil will be salvaged from areas to Abe disturbed by <br />mining and either stored in a stockpile or immediately redistributed on <br />regraded areas.
