Introduction <br />This document is the decision package prepared by the Colorado Division of Minerals and <br />Geology (the Division) for the Yoast Mine. This document includes: 1) the proposed <br />decision to approve, with conditions, the pernut application; 2) a summary which includes <br />a history of the review of the permit application, a description of the environment affected <br />by the operation and a description of the mining and reclamation plan; and 3) the written <br />findings of compliance the Division has made as required by the Colorado Surface Coal <br />Mining Reclamation Act. Detailed information concerning the findings of compliance can <br />be found in the Regulations of the Colorado Mined Land Reclamation Board for Coal <br />Mining. <br />The Division has received an application for a new permit to conduct surface coal mining <br />and reclamation operations at the Yoast Mine. The application was submitted by Seneca <br />Coal Company (SCC), the proposed operator and permittee. The mine is located on <br />Federal, State and privately owned lands within Routt County, Colorado. The legal <br />description of the lands included within the permit area is: <br />Township 6 North. Range 87 West of the 6th Principal <br />eridian <br />Section 28: Portions of NWy., NW'/iSW'/+ <br />Section 29: Portions of Et/zSEt/., SW'/+SEy+ <br />Section 32: Portions of Wt/zE5/z <br />Township 5 North. Range 87 West of the 6th Principal <br />Meridian <br />Section 5: Portions of W'/zEt/z <br />Section 8: NWy+, SWy+, Wt/zNE~/., WthSEy+ <br />Section 16: SWt/iNWS/a, NWy+SW~/., and portions <br />of SWt/+SWt/i, NWS/+NW~/+, SE'/iNW~h, NE'/+SW'/a, <br />NW'/aSE'/+ <br />Section 17: All <br />Section 18: NE'/SE~I+, S'hSEy+ <br />Section 19: Elfz and portions of Et/zW'/z <br />Section 20: NS/zNWt/+, SW'/+NW~/+,W~/zSW~/i, and <br />portions of Nt/zNEt/+ <br />Section 29: NWt/iNWS/i <br />Section 30: NtIzNE~/+ <br />The proposed permit area encompasses 2253.3 acres, of which 449.9 acres are planned to <br />be disturbed by surface operations. Ownership of the surface by private, Federal and State <br />interests is 1874.6, 320, and 58.7 acres, respectively. Seneca Coal Company plans to mine <br />360.7 acres of federally owned coal and 94.4 acres of privately owned coal. <br />Yoast Mine 1 July 6, 1995 <br />
