16. Specific approvals have been granted or are proposed. These approvals aze <br />addressed in the following section, Section B. (2.07.6(2)(m)). <br />SECTION B <br />The following findings and specific approvals are required by Rule 4 <br />I. Roads -Rule 4.03 <br />The Yoast Mine will utilize three types of roads within the permit azea. Haul <br />roads, which consist of Road A and Road B, will be used to haul coal from <br />the pit (Road B) and to the Hayden Station or Hayden Gulch Loadout (Road <br />A). There will be one access road in the permit area, used to access the <br />explosives storage area. A number of light use roads will be used to gain <br />access to sediment ponds, topsoil stockpiles, and monitoring locations. All <br />roads within the permit boundary are depicted on Exhibit 12-1, "Operations <br />Plan". Detailed information regarding road construction is located in Tab 13 <br />of the permit application. <br />The following finding applies to roads within the Yoast Mine permit area. <br />A. Haul Roads <br />The Division proposes to approve the retention of the haul roads <br />depicted on Exhibits 12-1, 13-10 and 13-11 since they are compatible <br />with the approved post-mining land use, and a request for their <br />retention was submitted by a majority of the landowners. A signed <br />consent form from the Maneotis Sheep Company to retain a portion <br />of the haul road has not been provided to the Division. The retention <br />of the haul roads is approved with the condition that Seneca Coal <br />Company will provide the necessary documentation. <br />STIPULATION NO.4 <br />PRIOR TO RETENTION OF THE YOAST HAUL ROAD AS <br />PART OF THE POST MINING LAND USE, A SIGNED CONSENT <br />FORM FROM MANEOTIS SHEEP COMPANY MUST BE <br />SUBMITTED TO THE DIVISION. <br />The haul roads will be reduced to a width of twenty feet, associated <br />disturbance will be reclaimed, and the remainder of the roads left in <br />place: (4.03.1(1)(f)(i)). <br />Yoazt Minc 21 ]uly 6, 1995 <br />
