Cottony <br />Division Director <br />Natural Resource Trustee <br />The Division has completed a review of the 03!08/05 "Draft 1"proposal that David <br />Buckner passed out at our meeting last week [Vegetation Evaluation Procedures to be <br />used in Testing Reclamation Adequacy for Phase III Bond Release at Seneca II Mine - <br />2005 (/2006)J. Our review comments aze set forth in the enclosure. Some of the <br />concerns and recommendations addressed in the enclosure were brought up and discussed <br />at the meeting, but there aze a number of additional issues that we have identified, <br />following a thorough review of the proposal. Our comments aze organized to follow the <br />organization of the 3/8/05 Draft 1 document. <br />Please feel free to contact me if you have questions regazding any of our comments, <br />requests, or recommendations.
