Section B <br /> The following findings and specific approvals are required by Rule 4. <br /> I. Roads - Rule 4.03 <br /> A. Haul Roads <br /> 1. There is one: haul road at the West Elk Mine and is shown on <br /> Map 53 . This road provides the main access to the site from <br /> Highway 133. Designs can be found in Exhibit 51, Dower Waste <br /> Coal Disposal Area. The plan and profile of grade and road <br /> centerlines, ditch flowlines, and cross sections for roads are <br /> provided in Exhibit 43. A discussion of the haul road is found <br /> in Section 2 .05.3 in volume 1 of the permit document. The <br /> designs are in compliance with Rules 2.05.3 and 4 .03.1. <br /> 2. This road will be reclaimed upon closure of the mine when the <br /> road is no longer necessary. <br /> B. Access Roads <br /> 1. The West Elk Mine has four access roads which are shown on Map <br /> 53. A discussion of the access roads can be found in Section <br /> 2.05.3 in Volume 1 of the permit document. These are the stack <br /> tube storage road, silo storage road (formerly the haul road <br /> until the stack tubes cut off access) , middle mine facilities <br /> road, and Sylvester Gulch fan road. The designs are in <br /> compliance with Rules 2.05.3 and 4 .03.2. <br /> 2. All of the roads will be reclaimed except the Sylvester Gulch <br /> fan road, which is owned by Atlantic Richfield and will provide <br /> access to the fan site and areas to the south. <br /> 3. The upper waste pile includes an access road to be used to <br /> transport waste to the site. The road is planned to be <br /> 2,500 feet long, a full cut-section, gravel surfaced road with <br /> grades up to 10 percent. Because of inaccessibility, due to <br /> weather, to the proposed road alignment at the time of the <br /> upper waste :pile revision, a geotechnical investigation of the <br /> road corridor has not been completed. This investigation would <br /> include a reconnaissance geologic map with emphasis on slope <br /> instabilities and drainage characteristics. Based on this map, <br /> a preliminary access road cut-slope stabilization and drainage <br /> design will :be developed. Once approved by the Division, <br /> initial construction will be as a pioneer road with minimal <br /> excavation. This investigation and final design will be <br /> completed as the road is excavated. The upper refuse pile is <br /> not proposed for this permit term; therefore, construction of <br /> the road is :not proposed. More information is included as <br /> Exhibit 50 in the permit application. <br /> C. Light Use Roads <br /> 1 . The West Elk Mine has several light-use roads at the site. <br /> They are around the southern and eastern perimeter of MB-2R and <br /> around the base of lower refuse pile, above the facilities area <br /> and on Jumbo Mountain to access monitoring sites and the water <br /> tank, and tha Lone Pine Gulch fan road. The designs, except <br /> for some preexisting roads, are in compliance with Rules 2 .05.3 <br /> and 4,03 .3. <br /> 16 <br />
