First, <br />pursuant to Rule 2.07.5, all information contained in permit <br />applications, revisions, renewals and transfers, assignments or <br />sales of permit rights on file with the Division, shall be open, <br />upon written request, for public inspection and copying. Only <br />information defined as confidential pursuant to Rule 2.07.5(1)(b) <br />and (c) can be excluded from public availability.
