' 6. 7'he proposed is in compliance with the application requirements of Sections 24.7, 24.3, and 44 of the Weld County Zoning Ordinance. In addition the proposal is consistent with the ' intent of the Weld County Comprehensive Plan's Ivfineral Resources, Goals and Policies and Transportation Goals and Policies, and the agricultural zone district as provided for a Use by Special Review. 7. 7'he agricultural zone district provides for the extraction of mineral resources. By approval cf USA-877, a determination was made that the mining plan in that USR promotes ' reasonable and orderly development of mineral resources. This amendment provides for the fi~rtherance of the already approved extraction process. ' 8. 7'he Second Amendment proposal does not affect productive agricultural land. This proposal will utilize areas that have already been mined. ' 9. 7JI operations of the second amendment will be confined to a part of the site already approved as a gravel mine as USR-877. Public health, safety, and welfare are protected pursuant to the development standazds for USR-877. ' 10. Surrounding land uses include gravel mining and agriculture. This proposed use is compatible with those uses. ' 11. T'he uses permitted will be compatible with the existing surrounding land uses and the future ' development of the surrounding area as permitted by the Weld County Comprehensive Plan.
