Long <br />Division Director <br />Your letter of November 23, 1993, regarding the above-referenced modification has <br />been referred to me. Both Barb and Kent are out of the office for the remainder of <br />this week. <br />It ie my understanding that the monitoring stations referenced in your letter have <br />been required by this Division, and it ie your desire to implement the installation <br />ae soon as possible. To the extent that these stations will serve ae baseline <br />points for future mine expansion, we have allowed the use of a Notice of Intent to <br />facilitate installation. Dltimately, the stations will serve as monitoring points <br />for the active operations. <br />The Facilities must be bonded, but we cannot allow the credit requested relative to <br />other closed holes until a bond release inspection is conducted. The additional, <br />and hopefully minimal, additional bond must be posted to allow final approval. <br />Some time in the near future, Cyprus should submit a revision to the permit which <br />incorporates the stations into the monitoring plan. We are also strongly <br />recommending that any monitoring stations, not currently within a permit boundary, <br />should be included within a permit area. This can be done through an incidental <br />boundary technical revision, or via any pending or upcoming permit revision for the <br />Foidel Creek Mine. It may be that there exists adequate bond surplus in the <br />existing Foidel Creek permit to accommodate these new stations.
