MEMO
Fred Banta
September 19, 1990
Page 2
If the EFC TR is not approved within the specified time frame, we will proceed
with bid document preparation so that reclamation can be performed during the
1991 field season, Reclamation under this scenario would be limited to the
East Pit.
Dr. Corley has also requested information on who is responsible for the GEC
West Pit. My understanding is that Harrison-Western posted a $143,000 bond
for the West Pit portion of GEC's permit area in 1982, through an agreement
with GEC. In 1984, the Board revoked GEC's permit and forfeited the GEC bond,
but not the Harrison-Western bond. In 1986, the Division released 60% of the
bond to Harrison-Western through a Phase I bond release. We currently hold
the remaining $57,200, even though there is no permit. The site was seeded in
1987 and so would not be eligible for final bond release until 1997, This is
a rather unusual situation, but evidently Harrison-Western has reclamation
responsibility, although they don't have a permit.
If there is maintenance work that needs to
Harrison-Western and have them do the work.
maintenance, we would forfeit the remaining
into this situation.
be done, we will contact
If they will not perform the
bond.
