•~}.. <br />• 5. Migratory birds of high Federal interest <br />A Cooper's hawk nest is located in the southwest corner of <br />the SE1/4NW1/4 of Section 16. In its unsuitability analysis <br />for the original mining plan approval, BLM identified a <br />buffer zone for this nest (see map) and required a condition <br />of mining plan approval that limits surface disturbance <br />within the buffer zone, subject to BLM approval. <br />6. Other critical elements <br />The following critical elements have been evaluated and have <br />been determined to not be present in the area of the <br />proposed mining plan modification: <br />o Wetland values <br />o Floodplain and natural hazard concerns <br />o Renewable resources and unique agricultural values <br />o Wilderness, aesthetic, and other unique recreational <br />resource values <br />o social and economic values <br />o Federal, State, regional, and/or local land use plans, <br />programs, and policies <br />C. Other Resources <br />• o Subsided Lands <br />About 2,400 acres will have been exposed to subsidence <br />activity due to mining in the F seam under the approved <br />permit and mining plan. Based on subsidence monitoring data <br />collected at the mine, less than 2 feet of subsidence is <br />actually being observed. To date, no subsidence impacts to <br />springs have been observed within the mining area. F-seam <br />mining in Lone Pine Gulch with 120 feet of overburden has <br />not resulted in fracture flow from the localized, perched <br />aquifers above the F-seam. <br />The environmental effects of up to 4 feet of subsidence due <br />to F-seam mining are discussed in OSM's November 1987 <br />Environmental Assessment. (In 1987, 4 feet, rather than 2 <br />feet, of subsidence was expected from mining in the F seam.) <br /> <br />9 <br />
