Box 81223 Michael 8. long
Cotopaxi, CO 81223 Division Director
RE: Coaldale Quarry (Permit M-77-247) Closure plan submitted July
24,1996
Dear Mr. Klco:
The Division is in receipt of your proposed closure plan for the
Coaldale Quarry, as indicated above. The Division cannot, at this
time, officially accept the plan as proposed by you for the
following reasons:
1) By virtue of the purchase of Domtar Gypsum by the Georgia-
Pacific Corporation, a transfer of the permit from Domtar
Gypsum to Georgia Pacific may be necessary before this closure
plan, which you are now presumably proposing in behalf of
Georgia Pacific, can be accepted as representing the intent of
the permittee for the site. At the suggestion of the Minefals
Program Supervisor, the Attorney General's Office will be
requested to contact you for details of the purchase in order
to determine whether a transfer of the permit is required. (I
have enclosed an appropriate form to be used for the transfer
of the permit if that is considered necesary.}
2) In order for the Division to accept your proposal in behalf
of Georgia Pacific, once they become recognized as responsible
for the operation, you must be identified by some officer of
Georgia Pacific, in writing, as their agent in this regard.
3) The reclamation plan, has,
effect on the current approved
consequently, be proposed as
permit. (I have enclosed a 112
which such an amendment to
proposed.)
in my opinion, a substantial
reclamation plan and should,
an amendment to the current
application form by means of
the existing permit can be
