fort, each with a relative cover of at least 3%. Any three species combined
should not exceed 60% relative cover, and no one species shall exceed 60%
relative cover (permit page V-63-65).
The Division approved the basis for this comparison.
E. The Division approved of the reference areas which the applicant has selected
based on the requirements of Rule 4.15.7(3).
F. The reference areas will be utilized to determine revegetation success in a manner
which the Division fords acceptable 4.15.7(4)).
VI. Protection of Fish and Wildlife and Related Environmental Concerns
The applicant's proposed reclamation seed mix includes species suitable for wildlife
forage.
A. Fish and wildlife habitat is a planned post-mining land use. The applicant's
proposed reclamation seed mix includes species suitable for wildlife forage, and
the applicant has selected appropriate plant species and distributions to benefit fish
and wildlife.
VII. Subsidence Control
A. Section D (Probable Hydrologic Consequences) of this Findings Document
addresses monitoring results of subsidence in Red Wash. In summary, ponds and
cracks that appeared in Red Wash as a result of subsidence were quickly filled in
by clay and silt, and the channel has not been significantly altered.
B. The operator designed a program to yield subsidence data that would be used to
verify the accuracy of initial predictions under actual ground conditions, and
which could be used to predict future effects after monitoring the fast longwall
and the fast room and pillar panel.
WFU monitored subsidence over the first longwall panel (LWl) and will monitor
the first room and pillar area (RPl) using state-of-the-art analytical photo-
grammetry. LW 1 was mined in calendar year 1987 and the first two months in
1988. Mining of RPl is not scheduled in the near future.
Four flights were flown to record and monitor the surface over LWl. The fast
flight was flown during August 1986 to establish baseline conditions and base
drawings for both LWl and RPS for comparison with the future flights. The
second and third flights occurred in May 1987 and September 1987. Data and
drawings from these flights were presented to the Division in a report in
December 1987 for review. The fourth flight occurred in June 1988. The fourth
flight information and drawings were assembled into a fmal report and presented
to the Division in October 1988.
23
