Dischargers el~ible <br />Under the current proposal, the following <br />dischargers would be eligible to be covered by the <br />general permit: dischargers in a) non-NPDES states <br />which are b) not subject to existing effluent <br />guidelines limiting storm water and c) do not have <br />existing NPDES permits for their storm water <br />discharges. <br />Dischargers in NPDES states will only be eligible <br />if the state has a) general permit authority and <br />- 12 - <br />
