Areas such as the laydown area, relocation <br />of the highway, and change in direction of the entries were approved out <br />the changes in pannit boundary ;vere not consolidated on a master ,nap. <br />.tt. Gunnison is requested to submit two maps of the permit ooundary. <br />One map can be a USGS Quad which shows the entire 5 year permit <br />boundary. Tne other map should be on one sheet, of a sufficiently large <br />scale (such as 1 in. = 100 ft.), and include the permit boundary around <br />the surface facilities only (including the load-out). Tne south edge of <br />the permit boundary need not be shown on the smal] scale snap. <br />b. Tne revisions, stipulation responses, maps, and separately bound <br />revisions (roof cracks, slide mitigation, etc.) should be incorporated <br />into the permit application text and maps and/or within a separate <br />binder(s). This ensures that a complete, easily understandaole <br />application is on file. <br />c. During the original permit review and approval of ARCU's mine plan, <br />a nwnber of geotechnical concerns were expressed by the Division. As a <br />result, ARCO amended the original plan in several aspects and a nwnoer <br />of stipulations were placed upon the final permit, No. C-007-30. '.Jest <br />Elk Coal Company, as of this date, is in compliance with the <br />geotechnical stipulations placed upon the original Mt. Gunnison No. 1 <br />permit. <br />During the past year, the operator informed the Division that <br />development mining had encountered several large open roof fractures <br />coincident with the occurrence of lenticular channel sandstone roof <br />deposits. The Division required an investigation of this phenomena by <br />the operator, through the inspection process. The operator has complied <br />with our requirements and has satisfied our original concerns. <br />During the past year, routine inspection reports by the Division noted <br />the occurrence of several surficial landslides within the surface <br />facilities area at the Mt. Gunnison No. 1 Mine. The Division has also <br />required the operator to investigate and remedy these landslides. At~ <br />this time, the operator is in the process of accomplishing this task <br />1Jithin the past six months, the operator received approval for a <br />technical revision which reoriented and reconfigured portions of the <br />underground workings at the t+lt. Gunnison No. 1 ~•1ine. This reorientation <br />was requested to reconfigure the underground workings, in order to avoid <br />an area of economically unrecoverable coal reserve. Coincident with the <br />review of this technical revision application, the Division reviewed a <br />U.S. Bureau of Mines ~•lining Research Contract Report entitled "Stability <br />of Mountain Slopes Undercut oy Coal Mines". <br />
