DESCRIPTION OF THE OPERATIONS AND RECLAMATION PLAN <br />Legal, Financial and Compliance Information <br />The O.C. Mine No. 2 is an underground operation located approximately 16 miles north of <br />Gunnison, Colorado and when active produces approximately 7,000 to 10,000 tons of coal <br />per year from Federal Coal Lease No. CO-069942. The O.C. Mine No. 2 was opened in <br />1943 and operated until 1962 when it voluntarily closed. <br />During the initial s-year permit term, the permit was transferred to Sylvia McCormick under <br />the Succession of Operator process on March 7, 1983. Subsequently, by court order, Randy <br />Hobbs was appointed Receiver for O.C. Coal, Inc. and through a similar action he was <br />assigned as permittee on June 4, 1984. Henry and Opal Weaver initiated an action to <br />transfer the permit back to them as a determination was made by Gunnison District Court <br />Judge Robert A. Brown on July 14, 1985 that Randy Hobbs no longer has authority to act <br />as Receiver. Transfer of the permit was completed on March 31, 1987. The current owners <br />and operators are Robert and Elizabeth Weaver. This transfer was completed April 10, <br />1991. <br />Henry Weaver reopened the mine in July, 1968 and operated the mine until October, 1978, <br />when Macar Mining Corporation sub-leased the mine property. Macar operated the mine <br />under the sub-lease agreement until July 15, 1981. The Weavers again took over the <br />operation and were issued Permit No. 79-38 under the interim program on October 25, 1979 <br />by the Colorado Mined Land Reclamation Board. <br />Legal, financial, and compliance information can be found on pages 1 through 6 of the <br />renewal application. <br />Mine Plan <br />When in operation, the O.C. Mine No. 2 employs conventional two-entry room and pillar <br />underground mining methods. Rooms are 20 feet wide on 40 to 100 foot centers. Coal is <br />mined by undercutting the coal with a cutting machine, drilling the face and blasting. A <br />locomotive and two ton cars are used to haul the coal to the surface. For this permit the <br />operator is mining 80 acres. The operator has recently been granted a B.L.M. ]ease <br />modification to add an additional 120 acres to the existing Federal lease. Adding the lease <br />modification to the permit area will require a revision of the mine plan that is not a part <br />of this permit renewal. Since mining may be occurring outside the current permit area, <br />Stipulation No. 4 was placed on the approval of this renewal.
