Wilson Farms ~~i°
9268 WCR 28
Platteville, Colorado 80651
25 Augus[2002
RECEIVED
Kevin Rein
Office of the State Engineer AtIG 112001
Colorado Division of Water Resources
1313 Sherman Street ~IYISI011 of Minerals and Geology
Denver, Colorado 80203
Mr. Rein
I am writing on behalf of a group of concerned neighbors. Enclosed are my current letters to the DMG and
the Department of Health. They c~imma,;>e our neighborhood's groundwater concerns which we, in pert,
believe are due to the dry mining operations at a neafiy gravel pit operated by Varna Companies. We first
expressed this concern in June via letter to the Colorado Department of Health. This resulted in a 27 June
Investigation Report issued by the DMG. You were a recipiem of a copy of that report We subsequently
asked for a re-investigation of the situation I also copied you with that letter of request.
The DMG letter contains well monitoring data as an attachmem. This data shows that area water levels
have dropped substantially. Despite the cturent drought conditions, we believe that the Varna operation is
causing off site damage to water table levels and, therefore, area wells. We have also retained a water
expert, Forrest Leaf of Leaf Engineering, to help us further substantiate that concern
The letter to the Department of Health is our attempt to also influence the oversight process in terms of the
discharge permit I[ appears to us that ttte actual discharge mte exceeds the pernritted rate of SOOgpm.
It is not clear to me exactly which agency is the most appropriate location to address our concerns, or
whether it is amulti-agency oversight responsibility. Therefore, I am forwarding all our current
correspondence to ensure that your office is fully appraised of our situation. It may be that we should be
working with the Office of the State Engineer with respect to well pemtit issues.
I will call your office next week to request a meeting. We feel chat we need to establish a better
understanding of how to constructively move the process forward, or to understand that we've exhausted a
basis for valid complaint ff you wish to contact me regarding any of these issues, please don't hesitate to
call me at (970) 785-0934. One thing we would like to review is a copy of the well permit If this is
available, we'd appreciate (mowing how to obtain acopy. - - -
Sincerely,
~~~
B Wilson
Wilson Farms
CC: Carl Mourn, DMG
Permit#: /r/~/~i~i~i-dUCo Confidental?:
Class: /~,,.Q~$ Type-Seq.:
From: f~.~o tai/~a.~ To:~~/~
Doc.
