Snowcap Coal Company, Inc. <br />Permit No. 13ME073F <br />Final Approval Colorado Department of Public Health and Environment <br />page 4 Air Pollution Control Division <br />PARTICULATE EMISSIONS CONTROL PLAN FOR MINING ACTIVITIES <br />THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR <br />COMPLIANCE PURPOSES ON THE ACTIVITIES COVERED BY THIS PERMIT, AS REQUIRED BY THE <br />AIR QUALITY CONTROL COMMISSION REGULATION N0.1, Section III.D.1.b. THIS SOURCE IS <br />SUBJECT TO THE FOLLOWING EMISSION GUIDELINES: <br />a. Mining Activities -Visible emissions not to exceed 20%, no off-properly transport of visible <br />emissions. <br />b. Haul Roads - No off-property transport of visible emissions shall apply to on-site haul roads, the <br />nuisance guidelines shall apply to off-site haul roads. <br />c. Haul Trucks - No off-property transport of visible emissions except that when operating off the <br />property of the owner or operator, the applicable guidelines shall be no off-vehicle transport of <br />visible emissions. <br />Control Measures <br />1. Emissions from material handling (i.e. removal, loading, and hauling) shall be controlled by watering at <br />all times unless natural moisture is sufficient to control emissions. - <br />2. Speed of haul trucks on on-site unpaved roads and disturbed surfaces shall be limited to 20 mph. <br />Such speed limits shall be prominently posted, at several locations on the haul roads, to repeatedly <br />remind operators of the existence of such speed limit. <br />3. Enclosures shall be provided for conveyors and transfer points. <br />4. Unpaved haul roads shall be watered and/or treated with chemical stabilizers as often as needed to <br />control fugitive particulate emissions. <br />5. All disturbed surtace areas shall be revegetated according to the information submitted by the <br />applicant with the permit application. <br />077/0082/005 ver. 2/00 <br />
