As <br />stated on page 34 of the permit renewal Findings Document <br />(December 31, 1986), Peabody was to have submitted an <br />alfalfa management and control plan to the Division by <br />February 1, 1987. <br />At this time, the basis for the management and control <br />plan has been formulated and the primary methods and <br />procedures for implementation have been outlined. In <br />order for the plan to be feasible for implementation and <br />provide effective results, a nwnber of details and <br />variables must be addressed. These include specific <br />herbicide application methodologies for the treatment <br />areas and grazing and land management issues including <br />selection of a private livestock operator to graze overall <br />areas to be treated. Peabody's Environmental, Land and <br />Operations Departments, along with Seneca II Mine <br />personnel, are coordinating efforts at this time to <br />finalize the details of the management and control plan. <br />to be implemented beginning later this spring. <br />Based cn the above discussion and the desire to formulate <br />a realistic and effective management and control plan, <br />Peabody hereby requests a submittal date of April 15, 1987 <br />for the alfalfa management and control plan. The plan <br />submitted at that time will be concise and will contain <br />the specific short and long term management and controls <br />
