-56- <br />STRUCTURE. WITHIN 30 DAYS FOLLOWING APPROVAL OF PERMIT REVISION <br />APPLICATION, WEST ELK COAL COMPANY SHALL SUBMIT TO THE DIVISION A PLAN <br />FOR THE INSTALLATION OF THE TILT METER FACILITIES. THESE TILT METER <br />INSTALLATIONS SHALL OCCUR IN THE VICINITY OF MONUMENTS S1 AND S2, AS <br />INDICATED ON DRAWING N0. MG-R C-001, INCLUDED IN THE PERMIT REVISION <br />APPLICATION. DURING THE INSTALLATION OF THESE TILT METER TUBES, THE <br />OPERATOR SHALL AUGER AND LOG THE SURFICIAL AND BEDROCK STATIGRAPHY <br />ENCOUNTERED. AUGERING SHALL CONTINUE UNTIL THE OPERATOR HAS <br />ESTABLISHED INTACT BEDROCK OCCURRENCE. IF ANY EVIDENCE OF EXISTING <br />LANDSLIDE DEPOSITS IS ENCOUNTERED, THE OPERATOR SHALL DEFINE THE NATURE <br />AND EXTENT OF THE PRE-EXISTING SLOPE INSTABILITY. IF SUCH LANDSLIDE <br />ACTIVITY IS DISCERNED,'THE OPERATOR WILL BE REQUIRED TO APPROPRIATELY <br />RECONFIGURfr THE PILE DESIGN, PRIOR TO INITIATION OF ANY CONSTRUCTION <br />ACTIVITY. <br />The Division finds that the operation is in compliance with the <br />requirements of this section. <br />XIX. Mi <br />XX <br />ling Structures, Support Facilities <br />The mine facilities, support facilities, and coal handling structures <br />sections of the permit application have been reviewed by the Division <br />and are in compliance with the Act and rules. The mine facilities and <br />support facilities portions of the permit application can be found in <br />section 3 of Volume 1, and in Volumes 4, 5, and 6 which contain <br />construction specifications for these facilities. The coal handling <br />structures section can be found on page 3-34 and pages 3-75 to 3-78 of <br />Volume 1. <br />Roads (2.05.3(3), 4.03) <br />The roads sections of the permit application are found on pages 3-23 to <br />3-24K of Volume 1 and in exhibit 3.1.1.E. <br />The waste pile permit revision application included an access road, to <br />be used to transport waste to the upper waste pile site. This road <br />would be an approximately 2,500 foot long cut-section, gravel surfaced <br />road with grades up to 10 percent. Because of the inaccessibility of <br />the proposed road alignment, the applicant had not completed a <br />geotechnical investigation of the road corridor. In fact, the <br />completion of a geotechnical investigation would require the pioneering <br />of a roadway. The operator requested permission to complete the <br />geotechnical investigation and final design as the road is excavated. <br />Construction of the existing roadways and surface facilities at the <br />Mt. Gunnison No. 1 Mine has entailed extensive geotechnical <br />investigation, including angering and materials testing. Numerous <br />stability analyses have been completed to analyze proposed operational <br />and reclaimed road configurations. The proposed roadway will involve <br />many similar lithologic strata and slope <br />~- <br />
