<br />seals are desigied to withstand the maximum hydrologic head devzloped behind <br />each seal. <br />Both sealing schemes are well conceived and generalized. The final choice <br />of sealing scheme and installation of the mine seals will depend on <br />engineering characteristics of the coal, roof, and floor strata encountered <br />during mining and the quantity and quality of mine inflo~~is encountered <br />during mining. ARCO has committed to collecting additional geologic and <br />hydrologic data needed for the formulation of future sealing plans. The <br />final sealing of the mine working should be sufficient to control the gravity <br />drainage of acid and toxic mine waters. <br />I recommend that the Division approve the ammendzd permit application section <br />3.5.2, "Portals and Entries". <br />RLC/yt <br />cc: R.
