Banta,
Division Director
Thank you for your letter stating your concerns regarding Castle Concrete
Company's compliance with Colorado Mined Land Reclamation Board-ordered
Corrective Actions,
The Division has made several inspections of the Snyder Quarry to monitor
compliance with the ordered corrective actions. Castle Concrete has met all
deadline dates of the July 25-26, 1991 Modified Board Order and Conditional
Cease and Desist Order.
Listed below are your concerns followed by the Division's response.
A. Has tree planting been completed to the prescribed density and
species at corrective plan areas one through four?
Response: Yes, an average of 232 trees were planted on each acre of
disturbed land at these areas. The Division will evaluate
tree planting success no sooner than during the summer of
the fifth growing season.
B, Has tree planting started at areas five through seven, and if so,
to the prescribed density and species?
Response: Tree planting was not required on these areas by the approved
Corrective Action Plan.
C. Have the trees been tagged for future accounting at anniversary
dates? Mr: Heffner stated in our previous hearing than by tagging
and counting, replanting for demise, the establishment criteria
would eventually be met.
