The operator has proposed a two phased approach, <br />ar.d has submitted a detailed outline of Phase I The. purpose of Phase I is <br />to collect additional hydrologic and geologic data to varify the existance ~ i <br />and extent of the alluvial valley floors. The operator's consultant should <br />be reminded that the designation is made by the Division based on the criteria <br />listed in rule 2.06.8 (3)(c). These criteria should be specifically addressod. <br />The operator would then meet with the Division to discuss the results of <br />Phase I, and to determine what would need to he done to identify and restore <br />essentia]. hydrologic functions.
