Five springs exist along the base of the <br />hillside as delineated on the map entitled "Spring Location, Area 1, <br />Permit 79-177. All the springs are located below the low highwall where <br />the overburden was pushed in order to blend into the natural contour of <br />the site. <br />A visual observation of the slump area showed that a hummock was <br />created above the area during the overburden grading operation. This, <br />coupled with the spoil and soil being saturated at the toe of the slope <br />reduced the shear strength of the site causing the mass movement. <br />To alleviate the potential for mass movement and increase the shear <br />strength of the area, the Colorado Yampa Coal Company: 1) removed <br />topsoil from the site, 2) pushed overburden downslope to remove the top <br />loading, 3) compacted the toe of the slope, 4) redistributed topsoil, <br />and 5) reseeded the slump area. <br />There is not any sign of mass movement occurring on any other <br />portion of the hillside on Area 1. <br />Jim Pendleton's concern, expressed in his letter dated May 22, 1980, <br />seems to be directed towards the northeast portion of the hillside and <br />stability of the area above the Low highwall. <br /> <br />The actions taken to repair the slump in July 1983 should alleviate <br />the potential for mass movement on the area. <br />
