\ ; <br />STORM WATER MANAGEMENT PLAN <br />c. <br />~,,~= <br />~Q ;' <br />LOWER COAL BASIN RECLAMATION CONSTRUCTION PROJECTS <br />PREPARED AND SUBMITTED BY COLORADO DIVISION OF MINERALS AND GEOLOGY <br />This Storm Water Management Plan (SWMP) is applicable to the reclamation activities <br />contracted by Division of Minerals and Geology which are taking place near the former location <br />of the Coal Basin Mine facilities area, adjacent to Coal and Dutch Creeks immediately above and <br />below their confluence. It is anticipated that reclamation activities will continue through 2000. <br />The goals of reclamation construction aze to minimize erosion and sediment delivery to adjacent <br />water resources from mining related disturbances. The goals are met by enhancing slope <br />stability through earth moving activities, revegetation and construction of a permanent channel <br />for Dutch Creek. No mining or milling is occurring. No chemicals aze utilized. Temporary <br />increases in sediment, pending vegetation establishment, are the only anticipated consequences <br />of the reclamation activities. This SWMP addresses the mitigative measures to be implemented <br />in order to offset the temporary sediment increases. <br />Mitigation of sediment delivery is the focus of the storm water controls described in this SWMP. <br />As reclamation is being conducted by the State of Colorado at a now inactive mine site, the <br />SWMP guidelines for inactive mines are followed here. <br />The reclamation construction projects are implemented by the Division of Minerals and Geology <br />(Division) through independent contractors to meet statutory and regulatory reclamation goals. <br />The Colorado Department of Public Health and Environment has determined that submittal of a <br />General Permit Application for Storm water Discharges Associated With Mining (Permit COR- <br />040000) for the projects being accomplished by the Division in this locale is appropriate. <br />The Coal Basin Mines were operated under a Mining and Reclamation Permit (C-81-017) issued <br />to Mid-Continent Resources by the Colorado Mined Land Reclamation Board. Subsequent to <br />permit issuance, the Colorado Mined Land Reclamation Boazd revoked the permit and forfeited <br />the reclamation bond. As required by the Colorado Surface Coal Mining Reclamation Act and <br />the State Procurement Code, the Division initiated reclamation operations in 1995. <br />The portion of the Coal Basin Mine subject to this permit application is located neaz the <br />confluence of Coal Creek and Dutch Creek. This area, known as the `facilities azea', contains the <br />former location of a coal processing facility, warehouse, office complex, pazking facilities, and <br />equipment repair shops. A coal refuse pile is located adjacent to Coa] Creekjust below its <br />confluence with Dutch Creek. Drainage from the facilities area, and from a portion of the refuse <br />pile had been routed through a series of four settling ponds located to the east. The outfall from <br />the lowest pond in the 001 pond sequence was regulated by CDPS permit 000000396, issued to <br />Mid-Continent Resources. Completion of reclamation activities will bifricate the pond <br />
