I have reviewed the inspection <br />procedure outline by Mr. Dan Rinehart of Mt. Highland Engineering and in keeping <br />xith his proposal have made an interim inspection of the pit now being utilized. <br />The following information was noted. <br />Inspection: Permitted disposal site for Western Slope Carbon's Hawk's Nest Mine <br />Inspection Date: September 11, 1987 - visual inspection <br />September 12, 1987 - compaction teats <br />Weather: clear <br />Use of Site: As in the previous report, the site is being used for disposal of <br />waste from the wash plant facility at the Hawk's Nest Mine. The material is <br />transported by truck from the wash plant to the disposal site. There is no <br />regular disposal schedule as material is transported on an as needed basis. It <br />has been some time since any material was placed at the site. Contrary to the <br />original Plan of Operation, it is taking a number of years, rather than months <br />to fill each pit. <br />Activity at the Site: The pit which is currently being filled is approximately <br />2.5 Acres in exposed surface area, which is within the 3 A• limit in the Plan of <br />Operation prepared by Cooper and Clark. Top soil from the pit has been <br />stockpiled and xill be available for revegetation when the pit is filled. At <br />the time of inspection the waste material had not been covered and was not to <br />finish grade. The material had been compacted and looked to be contour to <br />control runoff, preventing it from leaving the unreclaimed area. Compaction of <br />the top lift appeared to be uniform. Compaction tests were taken at 4 locations <br />with a nuclear gauge and a sample of material xas taken to the lab xhere a <br />modified Proctor analysis was performed. Results of the analyses indicated that <br />the material is about 4~ belox optimum moisture. The low moiiture content of <br />these surface samples is probably partially a result of the hot dry summer this <br />year. Relative compaction ranged from 85 - 95~ with three of the four samples <br />being over 90~ per the requirements of the Plan of Operation. <br />No signs of instability were noted.
