Mr. Bandy and Ms. Varvell:
It is our understanding that the Office of Surface Mining (OSM) Applicant Violator
System (AVS) may not currently contain information that is completely consistent with
the information contained in the Basin Resources, Inc., Golden Eagle Mine, Colorado
Permit Number C-81-013. We request your assistance in updating the OSM AVS
database to be consistent with Permit Number C-81-013. Please update the OSM AVS
database to indicate that Westmoreland Coal Company is a 100% shazeholder, and owner
and controller, of Basin Resources, Inc., Golden Eagle Mine, Permit Number C-81-013.
Permit Number C-81-013 states that "Basin Resources is a wholly-owned subsidiary of
Westmorland Coal Company...", and that "Westmorland owns or controls the surface
coal mining operations set forth in Table 3" (page 2.03-2 of Permit Number C-81-013).
Table 3 of Permit Number C-81-013 includes "Basin Resources -Golden Eagle Mine"
as a listed entity (Page 2.03-29 of Permit Number C-1981-013). Copies of these permit
pages are included with this letter.
