Dear Mr. Bear:
Enclosed is the Division's 1999 Midterm Permit Review Findings Document for the Bowie No. 2 Mine.
The midterm permit review is required by Rule 2.08.3(1) for every active permit and is to be conducted in
the middle of the five year permit term.
The purpose of the midterm permit review is to conduct a review of the permit application and identify
any areas that need to be revised to bring the permit application into compliance.
This findings document is divided into four sections. Section I details the history of the mine. Section II
summarizes the permitting and enforcement actions since the permit issuance. The reclamation bond
information is in Section Ill. Section IV contains the Division's adequacy concerns.
Because of the recent permit revision activity for Bowie No. 2, the permit application information is up to
date, except for one hydrology issue. This issue is presented in Section IV of this document and would
require the submittal of a technical revision. Please respond to this issue in a timely manner.
