Box 187 <br />Craig, Colorado 81626 <br />In Reply Refer To: <br />CO-923 <br />3483 <br />C-079641 <br />DEC 6 1990 Coal <br />Suspension of Operations and Production Granted <br />On October 2, 1990, Trapper Mining Inc. applied for a suspension of operations and <br />production on coal lease C-079641, pursuant to section 39 of the Mineral Leasing Act of <br />1920 (MLA), as amended, and the implementing regulations at 43 CFR 3483.3. <br />Trapper has swell-designed, approved mine plan which will maximize economic coal <br />recovery over the entire mine property and has made a substantial investment in the <br />form of a long term contract with the Craig Station Power Plant, permitting, and <br />equipment. The diligent development due date for lease C-079641 is August 16, 1993. <br />Trapper's mine plan is designed to extract the coal in an orderly progression across <br />several federal leases and fee and state lands. The lease is not scheduled to begin <br />production until shortly after the year 2000. A Logical Mining Unit is not a feasible <br />alternative. Because of its location and higher stripping ratios, it is unlikely that the <br />lease could be mined as a separate operation in the future. A suspension of operations <br />and production would allow extraction of all of Trapper's surface reserves in an orderly <br />sequence before the underground reserves are mined. <br />In order to ensure Maximum Economic Recovery, and in the interest of conservation of <br />the leased mineral resource and other natural resources on and adjacent to the lease, the <br />requested suspension of operations and production is hereby granted for a period of <br />eight years, effective October 2, 1990, subject to annual recertification as required by <br />Stipulation 3 of this decision. <br />
