Apparently, the Division of Purchasing has <br />concluded that all bids above $15,000.00 must be issued as <br />"contracts" rather than "purchase orders". I am aware that the <br />Division of Purchasing as well as DMG has yet to figure out how to <br />write "contracts" for reclamation jobs, therefore, Purchasing has <br />allowed exemptions for projects under the 1994 construction season. <br />The coal program has one remaining reclamation project for the <br />Hawk's Nest Mine. As you recall, we opted to bid out the Silo <br />Demolition work as a separate job because of the nature of the job <br />as well as the possibility of having to write the bid as a <br />"contract". The remaining work includes some minor grading, <br />topsoil replacement, seeding, sealing a dozen or so methane gas <br />holes, and removal of 4 barrels of potentially hazardous material. <br />I have estimated that it will cost roughly $35,000.00 to do the <br />job. Based on this estimate, it falls into the definition of a <br />"contract", as defined by the Division of Purchasing. <br />In summary, I am requesting that you contact the Division of <br />Purchasing regarding an exemption for the remainder of the work at <br />the Hawk's Nest Mine. It is imperative that the work be conducted <br />during this project season due to the uncompleted work at the Silo <br />Area. <br />If you have any questions or need additional information, please <br />let me know.
