Three sezp areas were observed from the bank of the Rito Seco Creek down gradient of <br />the West Pit, These seeps were not Completely contained by the collection trench and <br />corrugated metal fences and were entering the Rito Seco Creek. Neither BMKI nor BMG <br />have a NPDES permit for these discharges. <br />CORRECTIVE ACTIONS: <br />1. DMRiBMG trtust cease the unpermitted discharges from the West Pit to the Ritn Seco <br />Creek. <br />[NS~PEC1'lONt <br />EPA inspectors arrived at the San Luis facility at 8:10 am on June 15, 1999. The <br />inspectors tttCt the facility personnel and iVlr. ICnieff at the main o&cc. Ms. Inman presented her <br />credentials and expLtitted the scope and purpose of the inspection. Mr. Lyle gave a short history <br />of mining at the site and current [eelamation projects. The decision was made to start ;he <br />inspection at the tailings pond, then the West Pit area, then the seep area on the Rito Seco Creek <br />and then decide which areas would be sampled. The weather was overcast and warm. <br />Tailings Pond <br />Tailings arc impounded in a ten sort pond (photo 1). The pond has a twelve inch clay <br />liner covered by a 40 millimeter LDPE_ 't'he tailings pond drains to a one acre pond bel~~w ttie <br />t'aciliry (photo 2). "this collection pond hat a twelve inch clay liner covered by a AO millimeter <br />Fi~PE. Water from the collection pond is that pumped back to the tailings pond at <br />approximately 3i0 gpm. This pump back system is run approxhttately eleven hours per day. The <br />tailings impoundment and collection pond arc sampled once per week for cyanide end ti-weekly <br />for metals. <br />West Pit <br />Backfill of the West Pit was completed in 1997. At the time of the inspection, <br />BMItiBMG was in the process of constructing an evaporation system. The purpose of dtc <br />system is to lower the hydraulic head in the West Pit to stop the groundwater flow from the Wcst <br />Pit to the Rito Seco Creels, The evaporation system will consist of an e v ac pond covered <br />by 60 millimeter HPDE located on the West Pit, a two stage pumping system that will allow water <br />to be pumped from the seeps and three monitoring wells in the West Pit at a maximum ~ ate of 500 <br />gpm, and then through a series of Gve evaporators to the pond.
