4.7 Commendable Activities <br />• Plan to obtain aerial photographs annually of reach approximately from confluence of <br />Animas River and Hermosa Creek to 500 ft south of Trimble Bridge. <br />• Plan to use an elevation control device to ensure that mining does not occur below the <br />allowed elevation. <br />5.0 HERMOSA MEADOWS PIT <br />5.1 Operator <br />• Sandco, Inc. from before 1996 to late 2002 <br />• Hermosa Meadows Gravel LLC began operating the pit in late 2002 (according to <br />USACE files) <br />5.2 Changes to Permit Special Conditions <br />Proposed Monitoring and Riparian Enhancement Program <br />Please refer to discussions for Dalton Pit in Sections 3.2 and 3.3. <br />Channel Monitorine Plan <br />• Sandco said that it had established four sections which, with the uppermost section in the <br />Dalton Pit, met spacing requirements. <br />• USACE formally accepted the plan. <br />• Plan was silent on all other points in permit, which were not modified by plan <br />acceptance. <br />5.3 Compliance with Documentation Requirements <br />• Baseline thalweg elevations were established during December, 1996 throughout this pit <br />and at its boundary with the Dalton Pit (section SC-1; see Table 6). <br />• In its yearly Channel Monitoring Reports, Sandco generally provided plots of cross <br />sections only if that section had been mined during the year; however, Sandco mined <br />most sections at this pit in all yeazs, so the set of plots provided during Sandco's <br />management was nearly complete, substantially meeting the permit requirement for pre- <br />mising and post-mining surveys. <br />• The Sandco plots generally showed full pre-mining and partial post-mining surveys <br />(slight misregistration suggests these were often along slightly different aligmnents) <br />• Hermosa Meadows Gravel has provided pre-mining and post-mining sections for the <br />2002-2003 mining season. <br />• Because of the change in operators, none of the survey data has been provided in tabular <br />numeric form, as Sandco did for the Dalton, Walker, and Willow Bend pits. <br />Gillam to Hellige, Nov. 28, 2003 page 11 <br />
