.; ,ice <br />Nawk's Nest File <br />-2- January 22, 1982 <br />The new sediment pond is approximately 90e complete, frith only the concrete <br />aprons of the discharge outlet works yet to be completed. Completion of this <br />facility has been delayed due to cold weather. We indicated to Vaughn that, <br />if the quality does not meet NPDS standards, the remaining water should be <br />discharged into the available existing pond capacity, in order to be treated <br />prior to its release. Vaughn indicated that he believed this could be <br />accomplished by piping water across the road via the conveyor structure into <br />the ponds. He estimated that such an operation would require approximately a <br />man-shift. However, if discharge of the water continues at a 100 gallon/ <br />minute rate, the standing water should be discharged by the time the water <br />quality results can be obtained. Vaughn will inform our office as soon as <br />his staff determines whether additional inflow is occurring, based upon <br />observations of water level response to the pumping being conducted. This <br />information, as well as the results of the quality analyses, should be <br />communicated to our office no later than this afternoon. <br />During our brief surface facility tour of the East Afine surface facilities <br />area, I also indicated to Vaughn that the amount of coal dust accumulating <br />on Nighway 113, where it passes through their surface facilities, is excessive <br />and should be decreased. He responded that he believes the uncovered conveyor <br />system is the major source of dust and that a cover for the conveyor is <br />currently being fabricated. In addition, he pointed out surface drainage <br />from that area is controlled. <br />My final observation at the mine site was that the stockpile appears to be <br />exceeding its design capa ci t~/. Grading or snowplowing activities have actually <br />truncated the toe adjoining the right-of-way of State Highway 113. I would <br />estimate that coal is currently stockpiled within the State Highway right-of- <br />way. {/e made this final observation upon exiting the site and did not have an <br />opportunity to communicate our concerns to Vaughn.
