National King Coal, Inc. <br />• Coal Lease Application <br />COC 60941 <br />EA # CO-038-97-53 <br />DECISION RECORD/RATIONALE <br />1. Decision <br />The recommendation is to offer for competitive lease the <br />194.79 acres in the National King Coal lease application (COC <br />60941) subject to mitigating measures included in previous <br />National King Coal leases P-058300, C-29125 and COC 49465. <br />~ 2. Relationship of the Decision to the EA <br />Two alternatives were discussed in the EA: the Proposed <br />Action (Alternative 1) and the No Action Alternative <br />(Alternative 2). The decision is to implement Alternative 1 <br />by offering the application area for competitive lease. <br />3. Rationale <br />The decision is consistent with the objectives of the San <br />Juan/San Miguel Resource Management Plan. <br />• Any mitigating measures attached to the original leases will <br />help ensure that environmental impacts addressed in the EA <br />will be kept within acceptable limits. <br />4. Other Factors Considered in the Decision <br />None <br />5. MitioatinQ Measures <br />Same as stipulations placed on Federal leases P-058300, C- <br />29125 and COC 49465 and subsequent modifications to those <br />leases. <br />6. Monitorino <br />Aside from monitoring done by the lessee, all surface <br />disturbing and mining activities on the lease will be <br />monitored by the Office of Surface Mining, Colorado Division <br />of Minerals and Geology and BLM during the mine and <br />reclamation plan permitting process. <br />7. Conclusion <br />• In order to permit access to the coal bed 1 coal seam within <br />the federal coal lands addressed in the subject EA, we <br />recommend that the land identified in lease application COC <br />
