It is necessary to assemble a single, comprehensive plan, to <br />allow the Division to determine compliance with the performance standards, and <br />to clearly define the op'erator's obligations to both the operator and the <br />Division. <br />ioulation No. 5 <br />WITHIN 120 DAYS OF PERMIT APPROVAL, THE OPERATOR SHALL PROVIDE A SINGLE, <br />COMPREHENSIVE PLAN FOR THE DIVERSION OF THE EPHEMERAL DRAINAGE IN CARBON <br />JUNCTION CANYON TO THE DIVISION FOR REVIEW. THE PLAN SHALL BE CERTIFIED <br />BY A QUALIFIED, REGISTERED PROFESSIONAL ENGINEER. THE PLAN WILL INCLUDE <br />A LONGITUDINAL PROFILE, A REPRESENTATIVE CROSS-SECTION, AND SHALL INCLUDE <br />CHANNEL SIZING AND FLOW VELOCITY CALCULATIONS. INCONSISTENCIES <br />CONCERNING THE USE OF RIPRAP, CHANNEL DIMENSIONS, AND DESIGN CALCULATIONS <br />SHALL BE REMOVED. IN ADDITION, MAP 5-4 SHALL BE REVISED TO REFLECT THE <br />FINAL POSITION OF THE DIVERSION CHANNEL FOLLOWING THE REMOVAL OF SEDIMENT <br />POND N0. 2. CONSTRUCTION OF THE PERMANENT OVERBURDEN STOCKPILE SHALL NOT <br />BEGIN UNTIL AN ACCEPTABLE PLAN HAS BEEN APPROVED BY THE DIVISION. <br />D. Roads <br />The application presents a discussion of mine roads in Volume I page <br />52-56, and in Volume I Appendix 5-1. <br />The Regulations contain specific requirements for road location, design, <br />construction, drainage, surfacing, maintenance, and reclamation. The <br />Division reviewed the application for compliance with these requirements. <br />The mine proposes one 4,000 foot haul road and two access roads which are <br />improvements to an existing unimproved road. These roads will be <br />reclaimed at the end of operations. <br />The road designs were found to be in compliance with Rule 4.03. Only one <br />variance from the road design requirements was requested. Rule <br />4.03.1(4)(e)(vi) contains specific requirements for the spacing of haul <br />road culverts. Since the haul road is to be located on a flat land <br />feature of less than 5% grade and since no natural drainageways will be <br />obstructed, the Division granted the variance request. <br />Based on the information presented in the application the Division finds <br />that the mine facilities; ponds, impoundments, and diversions; roads; and <br />coal handling structures are in compliance with the requirements of this <br />section. <br />XV. Explosives - Rules 2.05.3(6>(a> and 4.08 <br />A blasting plan proposed for use at the Carbon Junction Mine is presented <br />within Section 2.05.3(6) and Appendix 5-5 of the amended permit application. <br />The blasting plan provides appropriate information regarding the type and <br />methods of blasting to be employed, reporting to be accomplished and public <br />
