Stream Channel Diversions <br />Certain areas of the Eckman Park Mine were identified as <br />having erosional problems as early as 1986. These <br />problems manifested themselves as massive gullies and <br />erosional features in areas 9/10, 41 and 51 and <br />precipitated NOV C-86-061 in 1986. A Permit Revision <br />(PR-02) was filed in 1987 to abate this NOV and propose <br />a solution to these problems. Details .related to this <br />revision can be found in two binders titled "POStmining <br />Topography Permit Revision." Fortification of the <br />drainways involved large volumes of riprap as channel <br />protection; therefore, <br />1. Channel lining structures, retention basins, and <br />artificial channel roughness structures are <br />proposed for use to control erosion. These means <br />are proposed to be approved by the Division since <br />they are necessary to control erosion, they are <br />stable and will require infrequent maintenance <br />(4.05.4(2)(a)). <br />2. The permanent diversions shall make use of <br />artificial structural controls in order to allow <br />them to remain in dynamic equilibrium with the <br />drainage basin system. The Division proposes to <br />approve the use of such structures (4.05.4(4)(b)). <br />C. Surface and Ground Water Monitoring <br />1. The applicant will conduct monitoring of ground <br />water in a manner approved by the Division. The <br />ground water monitoring plan can be found in <br />Exhibit 8 of the Permit Renewal binder <br />(4.05.13(1)). <br />2. The applicant will conduct monitoring of surface <br />water in a manner approved by the Division. The <br />monitoring plan was submitted under <br />2.05.6(3)(b)(iv) and includes monitoring under <br />NPDES permit CO-0027154 for Pond discharges as well <br />as additional surface water monitoring outlined in <br />20 <br />
