B. Stream Channel Diversions Certain areas of the Eckman Park Mine were identified as having erosional problems as early as 1986. These problems manifested themselves as massive gullies and erosional features in areas 9/10, 41 and 51 and precipitated NOV C-86-061 in 1986. A Permit Revision (PR-02) was filed in 1987 to abate this NOV and propose a solution to these problems. Details .related to this revision can be found in two binders titled "POStmining Topography Permit Revision." Fortification of the drainways involved large volumes of riprap as channel protection; therefore, 1. Channel lining structures, retention basins, and artificial channel roughness structures are proposed for use to control erosion. These means are proposed to be approved by the Division since they are necessary to control erosion, they are stable and will require infrequent maintenance (4.05.4(2)(a)). 2. The permanent diversions shall make use of artificial structural controls in order to allow them to remain in dynamic equilibrium with the drainage basin system. The Division proposes to approve the use of such structures (4.05.4(4)(b)). C. Surface and Ground Water Monitoring 1. The applicant will conduct monitoring of ground water in a manner approved by the Division. The ground water monitoring plan can be found in Exhibit 8 of the Permit Renewal binder (4.05.13(1)). 2. The applicant will conduct monitoring of surface water in a manner approved by the Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) and includes monitoring under NPDES permit CO-0027154 for Pond discharges as well as additional surface water monitoring outlined in 20
