Such activities require the expertise of both technical and business personnel operatin3 in a timely and orderly manner. There_'ore, I hereby designate you as my duly authorized representat=~e solely for the purpose of performing the administrative functions listed below which may be required in connection with the above reference. However, the representative is not authorized to: (a) execute or agree to any changes in the specifications, delivery schedule, or other terms and conditions of the contract; (b) order work outside the scope of the contract; (c) resolve any dispute concerning a question of fact or law arising under the contract; or (d) to further delegate any of the administrative functions listed below unless such redelegation is made in writing and the prior written approval of a duly authorized contracting officer is indicated, in which event a copy of the redelegation shall be made a part of the contract file. The authorized representative shall: 1. Assist the contractor in interpreting technical requirements of the contract's scope of work. (Differences of opinion shall be referred to the contracting officer for resolution.) 2. Coordinate with the contractor written technical directions, specifications, and procedures relating to the contractual work requirements.
