I am the Director of Planning for Rio Blanco County.
In [his position I have_primary responsibility for [he County.`s.
review of State and Federal Paining plans or applications, and
determining the extent to which they are consistent with County
policies, programs, and regulations.
2. Piy initial review of the L.~estern Fuel-Utah mining
plan is that it must include significant Socio-Impact mitigation
measures before it can comply with Rio Blanco County's Plaster Plan.
The mitigation measures proposed thus far by [Jestern Fuels and
"Deseret" which are contained in the final Environmental Impact
Statement do not address the basic issues of how the County and
its affected municipalities will provide essential community services
and housing to meet growth attributable to the mining operations.
Failure to include such essential provisions in the mining plan
puts Sdestern Fuels at odds with Sections 10, 11, 12, 14, 19, 20,
22, and 23 of the County ttaster Plan.
3. Accordingly, the proposed mining operation should
be designated as "unsuitable for mining"under section (b) (i) of
the C.R.S. 34-33-126 until sufficient mitigation measures are
incorporated into the plan so tF~at it is consistent with the -
County Piaster Plan _- - ~ - ~ ~ - -
-~ ~~-C.PiLt~ui oC.
