Box 1489 <br />Fort Collins, Colorado &0522 <br />RE: Proposed Column Testing <br />Varna Coal Ash Project <br />Deaz Mr. Adams: <br />Your letter of January 26, 2000 requested comments from the Hazazdous Materials and Waste <br />l~fanagement Division (the Division) regazding a proposed column test method for the Varna coal <br />ash project. Specifically, you are proposing modifications to test method ASTM D4874-95. <br />This test method is a standazd laboratory procedure for generating leachate from materials used <br />in the test. Your letter explains that a column will be filled with fly ash and native soil (from the <br />Varna test site). A divider ~vilI be placed in the column to allow a vertical separation of the <br />materials. The divider will be removed as the column is tilled. The Division has the following <br />comments on the modified column test. <br />1. The certificate of designation application for this site suggests that bottom ash in conjunction <br />with fly ash will be placed in a trench at the Varna gravel mining facility in Weld County. <br />However, your letter indicates only fly ash will be tested. All proposed materials (e.g., bottom <br />ash, Class F and C fly ash) must be evaluated by the column test. <br />2. Column compaction should simulate, to the extent possible, Feld compaction efforts for fly <br />ash and bottom ash. In addition, the in siru field density of the native material should be <br />determined and this data used when packing native soil in the column. <br />3. Your proposal states, water from the gravel pits at the Varna facility will be used as the reagent <br />wattt. We would appreciate a copy of the reagent water laboratory analyses prior to <br />commencing the column tests. Providing the data before testing will help to understand and <br />evaluate column effluent and, if necessary, make appropriate changes to the column test. <br />4. On Page 2 of your letter a list of twenty (20) metals, which will be submitted for laboratory <br />analyses, is provided. Absent from the list is mercury and titanium.
