Lochhead <br />RE: No[ice of Intent [o Explore, Bowie Resources Limited Eaecunve Director <br />Michael R. 1 onb <br />Div~sian Director <br />At your request, I reviewed Bowie Resources' NOI submittal package for the Freeman Gulch <br />Exploration Plan Area. I have the following adequacy comments: <br />It appears that several of the proposed exploration sites actually are located inside the <br />approved Bowie Resources' Bowie No. 2 Mine permit azea. These drill sites aze 98-1, 98- <br />2A, 98-2B, 98-2C and 98-5. I determined this by comparing two maps, Map 3, "Drill <br />Hole Location Map", found in the NOI submittal, and Map 09, "Hydrologic Monitoring <br />Location Map", found in Volume II of the Bowie No. 2 permit application. If this is <br />correct, then I believe that these drill holes should not be part of an NOI, but, rather, be <br />submitted as a minor revision within the Bowie No. 2 Mine permit process. <br />2. In the section of the NOI submittal that contains the information on threatened and <br />endangered species information, there is a study prepazed by ENVIR025, dated <br />November 28, 1995, and a letter from the U. S. Fish and Wildlife Service, dated October <br />23, 1995. However, there is additional information on this subject in Exhibit 9 of Volume <br />III of the Bowie No. 2 Mine permit application. <br />Although I have not read all of the material in Exhibit 9, I did read two letters from the <br />Colorado Division of Wildlife, dated September 1 I, 1995 and December 21, 1995. Both <br />letters take issue with ENVIR025's conclusions and offer mitigation procedures. <br />3. On page 8 of the NOI submittal, it is stated that, currently, there are no monitoring wells <br />in the Freeman Gulch Exploration Plan Area. However, Bowie Resources has one <br />monitoring well, designated DH-13, within the plan azea. This can be seen by comparing <br />two maps, Map 3, "Drill Hole Location Map", found in the NOI submittal, and Map 09, <br />"Hydrologic Monitoring Location Map", found in Volume II of the Bowie No. 2 permit <br />application.
