<br />~, ~{ <br />~~;s~:. <br />November I%, 19~ <br />Page T~;ro <br />- All disturbed ground siiauld be reclaimed; this include; land disturbed <br />by previous mining as riell as all nerr mined land, access roads, and other <br />acreage disturbed due to the mining activity or other related activities. <br />- The soil and overburden on the site may not contain enough nutrients er <br />organic matter to sustain vegetative growth. The applicant proposes to <br />fertilize and mulch only if needed. Establishing a good stand of vege- <br />tation on reclaimed areas is important both from a visual and an erosion <br />control standpoint. Final reclaimed slopes tirould be stable provided <br />that the vegetation takes gold and continues to grow under natural condi- <br />tions. <br />- The mining permit document does not specifically state whether blasting <br />will be utilized. If blasting is not required then this issue is not <br />pertinent. If blasting is required the City is concerned with noise, <br />ground motion, and fly rock associated with blasting. <br />- The permit application should clarify why with a shell factor of 1.33 <br />only minimal compaction of backfill o-rill be performed. Future construc- <br />tion wiil be required to comply with the recommendations of a geologic <br />report required at the time of site plan submittal. <br />- Cost estimates for seeding and fertilizing is extremely l0~•1; realistic <br />cost/acre for seeding ar~d fertilizing is 51000/ac. <br />- Ffinimum acceptable plant establishment shall be four (4) plants per <br />square foot not including greeds (plants not specified in seed mix). <br />7nis must occur within one year of top soil spreading and seeding. <br />- P1o mention has been made of visual impact. Flining operation should be <br />screened from major thoroug'nfares, and adjacent residential areas as <br />they develop. <br />- 4 to 1 reclaimed slopes are acceptable, ho~rever, Erhibit F shows some <br />slopes steeper than 4 to 1. <br />The above concerns should be addressed and clarified prior to proceeding with <br />the permit process.
