Mid-Term Review <br />Deserado Mine, PemutNo. C-1981-018 <br />INTRODUCTION <br />This document presents the results of the Division's mid-term review for the Deserado Mine. This <br />review was conducted to fulfill the requirements of Rules 2.08.3, 2.06.2(10}, 2.06.3(4), 2.06.5(3), <br />2.06.7(5), and 3.02.2(4). The review consisted of a review of the pemut application package, <br />previous fmdings documents, and annual hydrology and reclamation reports, as well as revisions, <br />stipulations, inspection reports, and enforcement actions issued since the most recent permit <br />renewal. The current pernut renewal proposed decision was issued Apri12Q 2000. <br />Rules 2.06.2, 2.06.3, 2.06.5 and 2.06.7 require that experimental practices, mountaintop removal <br />variances, steep slope variances from AOC, and variances from contemporaneous reclamation for <br />combined surface and underground mining be reviewed by the Division where applicable. None of <br />these categories apply to the operations at Deserado. <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued prior to its mid-term. <br />Based on this review, for good cause shown, the Division may require reasonable revision or <br />modification of the pemut provisions to ensure compliance with the Act and Regulations. See <br />Section III of this document. <br />Rule 3.02.2(4) requires that the Division review the amount of the bond and the terms of acceptance <br />of the bond every 2 1/2 yeazs. See Section IV of this document. <br />The document is organized as follows: Section I is a brief mine status review. Section II <br />summarizes revisions to the permit since the last renewal and lists any stipulations and responses <br />since renewal. Section III is a summary of any changes or revisions that need to be made to the <br />pemut and the justification for those changes. Section IV discusses the current state of the bond <br />liability and the reclamation bond. <br />I. REVIEW OF MINE STATUS <br />The Deserado Mine is an active underground coal mining operation located in Rio Blanco County, <br />approximately nine miles northeast of Rangely, along County Road 65, neaz Kenney Reservoir. <br />The initial DMG pemut for the operation was issued to Western Fuels-Utah, Inc., (former operator) <br />on July 27, 1981.
